1. In a saucepan, combine the stock, egg yolks, and olive oil. Stir over hot water until the mixture thickens and resembles a smooth sauce, similar to mayonnaise.
2. Remove the saucepan from the heat and let the mixture cool slightly. Stir in the tarragon vinegar and chopped parsley.
3. In a separate saucepan, rub the butter and flour together. Add the strained tomato and bring the mixture to a boil. Season with salt and pepper to taste.
4. Toast the English muffin halves or bread squares.
5. Heat a platter and butter the toast. Place the toast on the hot platter.
6. Poach the eggs and place one poached egg on each slice of toast.
7. Fill the bottom of the dish with tomato sauce and spoon a tablespoonful of Bernaise sauce on top of each egg.
